Purpose
Schemes under HEEPS help to increase the take-up of home energy efficiency measures and reduce fuel poverty for Scottish citizens, while also helping us reach our carbon emission reduction targets.
The individual HEEPS schemes are designed to work with other energy efficiency programmes by blending funding, such as the Energy Company Obligation (ECO). This aims to maximise the opportunities available to households and local authorities and enables delivery of higher numbers of, or more expensive projects.
Overview
The Scottish Government is committed to reducing fuel poverty and improving the energy efficiency of housing in Scotland by launching Home Energy Efficiency Programmes for Scotland (HEEPS) in April 2013.
HEEPS provides funding to those who have difficulty paying their fuel bills or keeping their home warm. HEEPS offers two main schemes for those suffering from fuel poverty:
- Energy Efficient Scotland: Warmer Homes Scotland
- HEEPS: Area-Based Schemes
The Energy Saving Trust, in partnership with advice providers and local authorities, manages these schemes on our behalf through Home Energy Scotland.
Use of Funds
Depending on the scheme you're applying for, loans from £250 to £10,000 are available for a range of energy efficiency measures.
Additional Disclosures
If your application is successful and you receive loan funding, your loan will include an administrative fee. The fee will be 1.5% of the total loan value, up to a maximum of £150. It will be added to your loan and included in your monthly repayments.
You will be issued with a loan offer which will be valid 6 months from Loan offered date.
It may be possible to draw down 50% of your total loan offer value (up to £500) in advance, if this is a contractual requirement of your installer. Applicants must have received a loan offer to do this and will need to supply an invoice showing the request for a deposit. This will need to be sent to us along with all other claim documentation, as detailed in the loan offer.
